Evacuation of elderly people and people with disabilities in disasters How to avoid repeating "double mortality"?

This is the figure that NHK investigated and clarified the coastal local governments of the three northeastern prefectures where more than 10 people died in the Great East Japan Earthquake. The country revised the Basic Act on Disasters in 2013, suggesting that there may be large-scale disasters such as the Nankai Trough earthquake and the Tokyo Metropolitan Earthquake. Each local government is obliged to create a directory for grasping "support for evacuation required" such as elderly people and disabled people. Furthermore, based on the list, it is recommended to decide the supporters specifically about each person and to make "individual evacuation plan" to support the evacuation.

However, the current situation is that the effort is not progressing well.

Also, in February 2018, NHK and the Shigeo Tachiki laboratory of Shishisha University jointly surveyed 47 prefectures across the country, and the rate of the formulation of individual evacuation plans was a low figure of 11.2% nationwide.

Why isn't the development of the individual evacuation plan going on?

Mr Kameko will be in charge of supporting five people alone to make up for the shortage of people.

The residents' association holds study sessions for making individual plans for residents who expressed their support for support. However, when it turned out that it was responsible for evacuation guidance, more than half of the 295 supporters offered to decline.
